Phila Siu published the article “Tales from Beijing and Hong Kong Show Challenge of Fighting Poverty, Especially Among Working Poor" on South China Morning Post on November 26, 2017. Prof. Qin Gao was quoted when the article described the working poor or near poor.
The 'working poor' or 'near poor' are those who typically work and earn money; they do not fall below the poverty line and thus do not qualify for social assistance, but they live just above the poverty line and often struggle.
